Sealed bids are being requested by the Associate Vice President of Capital Planning and Development, representing the Board of Regents of Washington StateUniversity, for the "LABORATORY ANIMAL RESOURCES CENTER - PHASE II REMODEL FOR MICROWAVE STERILIZER" constructed at Pullman, WA.
Project Scope: This project is to remodel rooms 100N, 100V, 105, 111, 112, 113, 114, 115 and 116 of the Lab Animal ResourceCenter (LARC) on the Pullman campus of Washington StateUniversity to accommodate therelocation of the microwave sterilizer from the Food Science and Human Nutrition Building. This project will make space modifications to accommodate researchinvolving new food processing equipment, a food preparation area, walk-in refrigeration and general use space. Work shallinclude interior relocation and removal of existing furnishings; floor and wall refinishing in rooms 100N, 100V, 111, 113, 114, 116; modifying domestic and lab water piping and adding floor-sinks; modifying compressed air piping and equipment; modifying HVAC; installing new base cabinets in room 116; installing sinks andfixtures; installing walk-in refrigeration; installing process heating and cooling systems; installing a kitchen exhaust hood; and providing electrical service for Owner furnished food processingequipment and newly installed mechanical equipment.
Estimated base bid is approximately: $210,000.00 - $250,000.00
Alternate No. 1: Furnish and in- stall wall cabinets in room 116. Alternate No. 2: Remove existing compressed air system in me- chanical room 105 and replace with new compressed air systems. Alternate No. 3: Demo a portion of the concrete floor in room 116 to install below grade plumbing pipe. Backfill the trench, re- grade and refinish the floor. Alternate No. 4: Install new proc- ess hot water heat exchanger(s) and control valves in lieu of Owner furnished.

Pursuant to RCW 39.10.400 a public hearing was held by Bouten Construction Company ("GC/CM") and Washington State University ("Owner") in order to provide interested parties an opportunity to submit written and verbal comments regarding the pre-bid subcontractor eligibility requirements that were advertised on July 14th and 15th, 2010 in the Spokesman Review News newspaper. Project Description:
The Project will be a new three (3) story 62,000 SF research facility with a mechanical penthouse located on the Washington State University Pullman Campus within the Veterinary Medicine / Pharmacy Precinct. The footprint of each floor consists of Biological Safety Level 2 and 3 Laboratories and support, offices, meeting space, and collaborative areas. Prior laboratory experience and working for higher education facilities is critical to the success of the Project.
It has therefore been determined that subcontractors must be eligible to submit bids on the following bid package: Bid Package #BP-13A - Concrete Package. Pre-bid Determination of Subcontractor Eligibility Evaluation Criteria:
Pre-bid determination of sub-contractor eligibility submittals will be evaluated by reviewing the Mandatory Requirements, General Requirements, project supervision experience, and the Contractor's Qualification Statement as required to be submitted per the "Request for Qualifications - Determination of Subcontractor Eligibility" document. Interested firms may receive a copy of this document by contacting Bouten Construction Company located at 627 N Napa Street, Spokane, WA, 99220 attention Mr. Brendon Warren at (509) 535-3531, or by emailing at brendonw@boutenconstruction.com. She was born December 6, 1920 in Grimsby, England and came to the United Sates with her parents in 1924, settling in Ogden, UT where she was raised and schooled. She graduated from Weber St. College and was employed as a civilian personnel manager at Hill Air Force Base. Kathleen and Lon Dunbar were married for all time and eternity in theLogan Temple April 16, 1946. Kathleen served in many leadership positions in the LDS Church. She managed the Bee Hive Clothing Center and served with Lon as a temple worker for many years. She served the Lord by serving others. Kathleen is survived by two daughters, Margene Davis and husband Randy of Spokane Valley, WA and Julie Geiger of Spokane; seven grand-children; two great grandchildren; and a brother, Kenneth Jones of Ogden, UT. She was preceded in death by her husband, Lon Dunbar (Nov. 2009).Funeral Services will be held at 11 AM on Monday, August 2, 2010 at the Church of Jesus Christ of Latter-day Saints, 801 East Sitka, with viewing at the church beginning at 10 AM. Of Spokane, Wash. passed away on July 28, 2010. He was a resident of Alderwood Manor Nursing Home for the past four years. He died from complications due to MS. He was 55 years old. Born and was raised in Spokane, graduated from John Rogers High School, and Spokane Falls Community College with a degree in Business. Michael spent 19 years as a store manager for Edison Brothers in Anchorage, Alaska. When he wasn't working he loved to travel and was a dedicated, loving cat owner. Everyone liked Michael with his bright blue eyes, quick wit and positive attitude. Fifteen years ago he began his journey with MS. Coming home to Spokane to be near the family he loved was a blessing for everyone. His mother Shirley became very involved with the MS program at the Salvation Army and proudly called herself a "Pushie Grandma." The program was to give MS patients exercise and stretching routines in the pool weekly. She proudly volunteered there for many years. He is survived by his mother and father, Shirley and Stan Kimmerly; sister Sheryl Ward; niece Shasta Glynn; and nephew Devin Ward. Out of state relatives in Oregon include an aunt Gloria Patrick; and a cousin Rob Patrick. Contributions in lieu of flowers can gratefully be given to the MS Society of Washington. There will be a private funeral service in Harrison, ID.

- She is preceded in death by her beloved husband Dennis Rhea in October of 2004 and her sister Cathy Gray in 2002. She is survived by her children, Lyal Hanson and fiancé Donna Schluter, Colleen and her husband John Mayovsky, Carmen McMahan and her fiancé Jason Helms. Also survived by her, five grandchildren, Joshua, Travis, Nicholas, Matthew, and her first granddaughter just born on July 6th, Carli. Her siblings Freda and Lloyd Willoughby, Fred and Mary lee Gray, George and Kathy Gray, Gloria and Rich Birnbaum, Frank and Karen Gray, Jim and Gloria Gray and numerous nieces and nephews.
- Shirley loved to go shopping, do her word searches and puzzles, all types of crafts, and spending time with her family on the holidays. She had worked hard her whole life and touched the hearts of everyone who knew her.

- Earl Dwayne Kennedy passed away at him home in Spokane, WA on July 28th, 2010. Earl was born in Spokane on April 13, 1935 to Esther and William Kennedy.
- On September 15th, 1956, he married Sharol Schroyer also of Spokane, WA. Together they had three daughters, Laurie, Pamela and Cynthia.
- He had a passion for the outdoors. In his earlier years he enjoyed trapping. He was an avid hunter and fisherman and enjoyed spending time camping with family and friends. He was also a long time member of the SpokaneRifle Club.
- As a young man Earl worked for numerous auto paint and body shops. In 1966 he went to work for URM Stores Inc. as a mechanic. He retired from URM in 1995 after 29 years of dedicated service.
- He is survived by his wife Sharol, aughters Laurie Kennedy (Mark Maloney), Pamela (Mark) Grater, Cynthia Harris, grandchildren Zachary, Travis and Levi Harris, Maranda (Lance) Stapleton, two great grandchildren, brother Robert Kennedy, sister Betty Barber and numerous nieces and nephews.
- Special thanks to Horizon Hospice for their heartfelt concern anddedication. A private family gathering will be held in his memory.

Passed peacefully to God, surrounded by her loving family, on Wednesday, July 28th, after a long struggle with Alzheimer's. Nancy was born in the Spokane Valley to Jim and Dorothy Aucutt on January 29th, 1935, one of three chil- dren. Nancy attended West Valley High School, from which she graduated in 1952. She was very involved in school activities and leadership, especially with ASB. She also was a Cheerleader and an avid ballet dancer. She loved to load up her Model A with her friends after football games and go cruising to the Tower Drive-in. After graduation she attended Holy Names College. At that time, Nancy met and later married the love of her life, Larry Mullenix. Together they raised four children andsuccessfully built up the Inland MeatsCompany of Spokane. Nancy was very involved in her community and her children's lives. She modeled for charity events, and she was President of the Women's Club at Painted Hills Golf Course. She was a leader in PTA, Campfire Girls and Cub Scouts. She was also very involved in St. John Vianney Catholic Church, as a Eucharistic minister, and took communion to Alzheimer's patients at Colonial Court Care Center. She was preceded in death by her parents, Jim and Dorothea Aucutt, and her brother Martin. She is survived by her husband of 57 years, Larry; her brother Jim (Sally); her daughter Michelle Lippert (Pat); sons: Mike, Dan (Cindy), and Chuck (Elaine). Nancy adored her grandchildren, who are Rachel, Adrienne,Michael, Megan, Troy, Marc, Adam, James, Jacob and Taylor. Her great-grandchildren include Allison, Mallory and Emma. The family wishes toexpress their profound gratitude to her caregiver Marilyn Grammer, who lovingly cared for her for nine years; and to Spokane Hospice, for theirexpert and compassionate service to Nancy and her family. He started working for Helphrey Motor Freight then Spokane Computer Services and retired from Spokane Transit Authority in 1989. Vic loved to travel and had the opportunity to take many trips. His love for the beauty of an artist's point of view of a camera, he took many wonderful pictures of his trips. Vic belonged to many organizations such as the Masons, The Yacht Club, El Katif Shriner's and band, playing the glockenspiel, french horn and the drum. Vic had a colorful character when being a Drum Major for the band. He also played the violin, marimba and piano, Never a dull moment in his life with the Camera Club, bowling with a group or just for fun and biking. Yeah only traveling 19 miles at the age of 85 last year. Vic is survived by his sister Virginia Hay of Tacoma, WA., son Robert Pearson and his children Rachael, Eli and Sara; daughter Jean and her children, Aaron and Shannon, Kyle and Christy, Ruth and Clint, Abigail and Lance, Angela.
